Our Executive Board of the 2F DC chapter of the Fraternal Order of Police (FOP) serves as the backbone of the organization, providing leadership, guidance, and direction to its members and the broader community.

Harris Cummings Jr
President
Harris Cummings Jr. enlisted in the U.S. Marine Corps in 1969, beginning a distinguished career of service that would span over three decades. Following his military service, he embarked on a 36-year career in law enforcement, where he notably served as the Deputy Director for Criminal Investigations at the Department of Defense under the Navy. In this role, he managed a team of 14 detectives across the DMV (D.C., Maryland, and Virginia) area and collaborated closely with NCIS agents on complex investigations, enhancing regional and national security.
Elected President of the Fraternal Order of Police 2FDC in 2006, Cummings Jr. has been instrumental in leading various community-focused initiatives. His leadership has facilitated the distribution of school supplies to underprivileged children, supported local homeless shelters, and provided scholarships to students pursuing higher education. Through these efforts, Cummings Jr. has made enduring contributions to both law enforcement and community service, exemplifying his commitment to public welfare and social betterment.

Philip Tindley
Vice President
Tindley Protective Services is led by Mr. Phillip Tindley, a prominent figure in the private security and detective industry with over 20 years of experience. After a distinguished career as a federal law enforcement officer, Mr. Tindley founded Tindley Protective Services, leveraging a robust network built during his federal tenure. This national team of highly skilled professionals includes current and former federal, state, and local law enforcement officers, as well as military personnel, providing a unique ability to deliver exceptional security solutions and investigative services when others cannot.
Mr. Tindley is also a certified instructor in several areas of security training. He is an NRA Firearms Instructor, a Monadnock Baton Instructor, and an OC Spray Instructor through Safariland. Additionally, he is a District of Columbia Conceal Carry Instructor. His extensive training credentials further enhance the expertise and capabilities of his team, ensuring top-tier service and effectiveness in a wide range of security and investigative scenarios.

Gary Monroe
Treasurer
Gary Monroe is a seasoned Armed Security Professional and certified Private Detective with over 15 years of experience. Partnered with Tindley Protective Services (TPS), he provides high-level security and investigative services. Gary is also a highly qualified Firearm Instructor, holding certifications from multiple organizations including USCCA, NRA, Maryland State Police, and the District of Columbia Metropolitan Police. His expertise spans security consulting, executive protection, and comprehensive firearm training. Known for his commitment to safety, integrity, and excellence, Gary continues to be a leading expert in security and training.

Bernard Conley
Secretary
Mr. Conley continued his career with the Department of Justice (DOJ, Alcohol, Tobacco, Firearms and Explosives, where he held positions as the Senior Operations Security Officer for the Central Region of the U.S., the Chief, Office of Operations Security Programs, responding to threats against agency personnel, missions, operations, and facilities worldwide, in addition, as the Program Manager for National Security Information. He has been a senior certified instructor for training new agents and investigators at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA.

Johnathan A. Vargas

Jonathan Vargas, a 39-year-old from Puerto Rico. In 2005, he joined the lodge and founded his own security company, which has since expanded across various states and countries. Five years ago, he then started a private detective agency to offer specialized investigative services. Most recently, he launched a special police force within his agency, reflecting on his own commitment to public safety. Guided by his motto, “Respect all, fear none,” He has built a successful business that continues to serve and protect the people of his communities.

Latasha Murphy
Office MAnager
Latasha Murphy is a dedicated member of the Fraternal Order of Police with over 25 years of experience as a Protective Force Security Officer at the Department of Energy, specializing in emergency operations. Since 2011, she has also worked as a Private Detective, utilizing her security expertise in various investigations. In addition to her professional roles, Murphy is an active volunteer at shelters such as Eves Place, Marian’s House, and N Street Village, where she advocates for homeless women with traumas, substance abuse mental health. Her career and volunteer work highlight her commitment to safety, investigation, and community service. Reflecting her dedication and punctuality, Murphy’s favorite quote is, “If she is on time, she is late.”

Samuel Toler
Historian
Samuel Toler joined the Fraternal Order of Police (FOP) Lodge in 1993 and has been a dedicated and active member ever since. He served as the Lodge Secretary for eight years, playing a crucial role in managing lodge operations and ensuring efficient administrative processes. Currently, Toler serves as the Historian, responsible for preserving the lodge’s rich history and legacy.
In addition to his contributions to the FOP, Toler has a distinguished career as an Army Special Agent, where he served for 15 years before his retirement. As a special agent, he was involved in sensitive national-level investigations and specialized surveillance missions against foreign operatives. Before retirement, he led the army’s only Computer Espionage Investigations Branch where he worked with National law enforcement agencies to catch and trap foreign agents using computers to commit espionage. As an experienced Special Agent in cyber operations, he retired and began working in various leadership roles managing Cybersecurity programs for CBP, DHS HQ, Missile Defense Agency, and several three-letter agencies. Toler’s decades of federal service demonstrate his dedication to law enforcement, FOP, and public service.

Edwanea Larkin
Scholarship Chairperson
Edwanea Larkin became a member of the Fraternal Order of Police (FOP) Lodge in 1998, following a recruitment effort by President Charles H. Lewis, who saw her potential and appointed her as the Scholarship Awards Chairperson. In this role, Larkin has been instrumental in overseeing and managing the scholarship program, which supports students in their pursuit of higher education.
Larkin’s career as an educator spans over 30 years within the Anne Arundel County school system, where she has dedicated her professional life to teaching high school students. Her extensive experience in education has been marked by a deep commitment to fostering academic excellence and personal growth among her students.
Her dual roles within the FOP and as an educator highlight her dedication to service and community support. Through her work with the FOP’s scholarship program, Larkin has extended her impact beyond the classroom, helping students achieve their educational goals and contributing to the broader community.
