A Legacy of Service, Brotherhood, and Community
Our Founding
Since its charter on November 12, 1975, the Fraternal Order of Police Lodge 2F DC has proudly represented law enforcement professionals dedicated to serving both their communities and one another. Originally established as the Veterans Administration Hospital, District of Columbia (VA DC) Lodge, the organization brought together officers and personnel from numerous federal, state, and local law enforcement agencies, including the Veterans Administration Hospital Police Force, Federal Protective Service, Pentagon Force Protection Agency, U.S. Army Police and Intelligence Units, Government Printing Office, IRS, DC Metropolitan Police, Prince George's State's Attorney's Office, Department of Defense Police, and other public safety organizations.
Founding Leadership
Under the leadership of its first president, John E. Parks III, Lodge 2F DC established a strong foundation rooted in professionalism, integrity, and service. Parks was recognized as being instrumental in building the Lodge's infrastructure and guiding its membership during its formative years. As the organization expanded, meetings moved from the Veterans Administration Hospital to accommodate growth before eventually returning to its original location, reflecting both economic practicality and a desire to remain connected to the Lodge's roots.
Community Roots
From its earliest years, Lodge 2F DC recognized that its mission extended far beyond supporting law enforcement officers. Throughout the late 1970s and 1980s, members organized community fundraisers — including picnics, boat rides, and social events — to generate financial support for local holiday assistance programs. Members also volunteered their time through outreach efforts at the Veterans Administration Hospital, providing comfort, companionship, and support to patients, demonstrating the Lodge's enduring commitment to compassion and public service.
The Scholarship Program
One of the Lodge's most significant accomplishments came in 1997 with the establishment of its Annual Scholarship and Dinner Dance Award Banquet. Created to assist young men and women from Washington, D.C., Maryland, and Virginia pursuing higher education, the scholarship program reflected the Lodge's belief that education and community involvement are essential investments in the future.

Leadership Through the Decades
The Lodge's continued success has been shaped by dedicated leadership across generations. Charles "Chuck" Cephas established many of the administrative procedures and documentation standards that continued to guide the organization, while Charles "Chuck" Lewis expanded and promoted the annual scholarship program and encouraged innovative fundraising efforts to ensure its long-term sustainability. Their leadership strengthened an organization already built upon the vision established by John E. Parks III.
Answering the Call: September 11, 2001
Like many law enforcement organizations, Lodge 2F DC answered the call during moments of national tragedy. Following the terrorist attack on the Pentagon on September 11, 2001, many Lodge members were directly affected. Members worked excruciating hours — weeks helping with the security, clean-up, and humanitarian efforts required soon after the attack. Their service reflected the courage, professionalism, and dedication that have long defined the Lodge and its membership.
Lodge 2F DC Today
Today, the Fraternal Order of Police Lodge 2F DC continues to build upon the legacy established in 1975. Guided by the principles of service, education, leadership, and community involvement, the Lodge remains committed to supporting law enforcement professionals while investing in future generations through scholarship opportunities, charitable outreach, and meaningful community partnerships. More than five decades after its founding, Lodge 2F DC continues to embody the ideals of the Fraternal Order of Police — honoring the past while preparing for the future.
